특히 이 부의장은 2,300만 고객이 유심을 교체하는 데 필요한 시간이 턱없이 부족하다는 현실을 지적했다. 현재 확보된 유심 수량은 100만 개에 불과하며, 5월 말까지 추가 확보 예정인 500만 개를 포함해도 수요를 충족하기에 한참 모자란다고 설명했다. 실제로 유심 교체 예약 사이트에서는 대기 인원이 19만 명을 넘었고, 대기 시간이 50시간 이상 걸리는 상황까지 발생했다고 밝혔다.
이정문 부의장은 이같은 위기 상황에서 이진숙(이진숙) 방송통신위원장이 미국으로 출국해 자리를 비운 점도 강하게 질타했다. 그는 이를 국민에 대한 명백한 책임 방기이자 직무 유기로 규정하며, 이 위원장의 즉각 귀국과 사태 수습을 촉구했다. 아울러 정부와 SKT가 실질적인 피해 구제와 재발 방지를 위해 총력을 다할 것을 요구하며, 사고 원인과 책임 소재를 철저히 규명하고 필요한 경우 엄중 처벌해야 한다고 강조했다.
Lee Jeong-moon Criticizes SK Telecom’s Mishandling of Massive Data Breach, Urges Immediate Government Action
At a Democratic Party (더불어민주당) policy meeting on Tuesday, Lee Jeong-moon (이정문), the party’s Senior Deputy Policy Chair, sharply criticized SK Telecom (SKT) and government authorities for what he described as an inadequate response to a massive data breach affecting 23 million customers.
Lee emphasized that the breach, which compromised USIM (Universal Subscriber Identity Module) information, represents a grave threat beyond conventional personal data leaks. Citing cybersecurity experts, he compared the situation to "a thief stealing not only an address but also a home's security code," underlining the severity of the incident. He noted that major corporations like Samsung promptly instructed executives to replace their USIM cards and that some companies have blocked SKT-based SMS verifications altogether.
Despite the magnitude of the breach, Lee accused SKT of failing to fulfill even the basic legal obligation to report the incident within 24 hours. He further criticized the company for its lack of transparency regarding the causes and scope of the breach, remarking that SKT had publicized plans for free USIM replacement through media channels but failed to directly inform customers.
Lee pointed out the logistical chaos facing customers, highlighting that SKT currently holds only 1 million replacement USIM cards and plans to secure an additional 5 million by the end of May — numbers far short of the demand. He revealed that SKT’s USIM replacement booking site had waiting lists exceeding 190,000 people, with estimated waiting times reaching 50 hours.
Furthermore, Lee condemned Lee Jin-sook (이진숙), Chair of the Korea Communications Commission (방송통신위원회), for leaving the country for the United States during the crisis, labeling it a clear dereliction of duty. He demanded her immediate return to South Korea to oversee proper crisis management.
Lee urged SKT and government authorities to prioritize swift damage control, provide concrete measures to protect affected customers, and implement structural reforms to prevent future security lapses. He also called for a thorough investigation to determine accountability and stated that those responsible must face serious consequences if wrongdoing is found.

더불어민주당 이정문 정책위 수석부의장은 24일 국회에서 열린 정책조정회의에서 금융당국의 삼부토건 주가조작 관련 조치가 핵심 인물을 비껴갔다며, 김건희 여사와 이종호 전 블랙펄인베스트먼트 대표에 대한 검찰 수사를 촉구했다.
이 수석부의장은 증권선물위원회가 삼부토건 부정거래 혐의로 일부 관계자를 검찰에 고발했으나, 정작 중심 인물로 지목된 김건희 여사와 이종호 전 대표는 제외했다고 지적했다. 그는 “실제로 우크라이나 재건 사업을 미끼로 수백억 원의 부당이득이 발생했는데도, 주요 피의자는 빠졌다”며 금융당국의 판단에 의문을 제기했다.

이 수석부의장은 검찰 수사를 통해 진실이 밝혀져야 하며, 도이치모터스 사건과 같은 결과로 끝날 경우 국민적 분노에 직면할 것이라고 경고했다.
한편, 이 수석부의장은 윤석열·김건희 부부와 건진법사, 통일교 간 커넥션 의혹도 강하게 제기했다. 그는 통일교 고위 인사가 윤석열 당선인 시절 김건희에게 6천만 원 상당의 다이아몬드 목걸이를 전달한 정황과, 건진법사의 은신처에서 발견된 거액 자금의 출처 문제를 거론하며, 전방위적인 수사가 필요하다고 강조했다.
그는 “윤석열 후보 캠프에서 핵심 인물로 활동한 건진법사는 공천에도 영향력을 행사했고, 통일교 인사와의 수백 차례 통화도 확인됐다”며, 윤석열 정부 당시 권력의 실질 행사가 건진법사 중심으로 이뤄졌던 것 아니냐는 의혹을 제기했다.
마지막으로 이 수석부의장은 “한국은행 관봉권 실물까지 등장한 상황에서 이번 수사가 흐지부지된다면 국민은 결코 용납하지 않을 것”이라며, 검찰의 철저한 진상 규명을 촉구했다.
Top Democratic Lawmaker Urges Prosecutors to Investigate First Lady in Stock Manipulation Case

SEOUL — April 24, 2025, When foreign investors consider investing in South Korea, they inevitably assess the credibility and stability of the Korean stock market. However, a case that raises serious doubts about this reliability — one involving former President Yoon Suk Yeol’s wife, Kim Keon-hee — is being inadequately investigated by the prosecution.
A lawmaker from South Korea’s main opposition party on Wednesday called for a criminal investigation into First Lady Kim Keon-hee’s alleged involvement in a multimillion-dollar stock manipulation scheme, criticizing financial regulators for failing to hold her accountable.
Lee Jeong-mun, the Democratic Party’s chief policy deputy, said during a party policy meeting at the National Assembly that the Financial Services Commission's recent referral of suspects in the Sambu Engineering & Construction Co., Ltd. stock rigging case to prosecutors notably excluded key figures — including the First Lady and Lee Jong-ho, former CEO of Black Pearl Investment.
“The scam involved hundreds of billions of won in illicit gains, allegedly using Ukraine’s postwar reconstruction as bait. Yet somehow, the central actors are missing from the prosecution list,” Lee said. He questioned whether this amounted to a deliberate cover-up.
Lee pointed to text messages from Lee Jong-ho to his confidants referencing “Sambu tomorrow check,” as well as documented ties between the First Couple and Ukrainian President Volodymyr Zelenskyy’s delegation, and former Minister Won Hee-ryong’s appearance at a related forum. “This isn’t a coincidence — it’s a coordinated play,” he said.
Lee accused the Financial Supervisory Service of dragging its feet, noting that Director Lee Bok-hyun spent over seven months analyzing more than 200 financial accounts, only to reach what he described as a “token scapegoating” of minor figures. “This is not accountability. This is evasion,” he said.
Calling on the prosecution to take over, Lee warned that a failure to investigate thoroughly — as seen in the Deutsche Motors scandal involving Kim — would provoke widespread public outrage.
In a broader allegation, Lee also cited mounting suspicions of collusion between the First Couple, a shaman known as Geonjin Beopsa, and the controversial religious sect, the Unification Church, a world renowned cult according to Korean Christian circles. He referred to reports that a senior Unification Church official gifted Kim a diamond necklace worth 60 million won (approx. $45,000) during Yoon SukYeol’s transition period, and that large sums of money were discovered at Geonjin’s hideout.
Geonjin, who reportedly had sweeping influence in Yoon’s presidential campaign and candidate nominations, maintained hundreds of phone calls with Unification Church figures. “One has to wonder: Was this man the real power behind the Yoon administration?” Lee asked.
Lee concluded by warning prosecutors not to let the case fade into obscurity. “The Korean public has now seen even the physical evidence — including the Bank of Korea’s high-security bearer bonds,” he said. “If this investigation stalls, the public will not stay silent.”
